warning for I.E browser

I found the useful CSS site, http://www.exploding-boy.com/.
This site contains variety of dynamic css menu, tab, navigations.
also I found there is a very interesting warning for internet explorer browser. Look at this.
When you access this site with IE, you can see the warning below.

ATTENTION
YOUR BROWSER SUCKS, IT IS INSECURE, COMPLETELY OUT OF DATE, AND WILL NOT DISPLAY THIS SITE PROPERLY.

but if you access with other browsers like firefox, opera and etc, site is clean without any warning.
